The Sheriff is responsible for the overall administration, government, operation and good conduct of the Office. The Florida Constitution establishes the Sheriff's authority and his law enforcement power is paramount anywhere within the county. He may appoint members to act under him having the same power as the Sheriff appointing them. He is responsible and liable for the actions of his members and for any neglect and/or default committed in the execution of their Office. The Sheriff preserves the constitutional independence concerning the selection of members, the hiring, the firing, and the setting of salaries. In addition, the Sheriff has absolute authority to prescribe, promulgate, and enforce lawful orders, rules, and regulations for the operation of his Office.
Although every employee at the Sheriff's Office works for the Sheriff of Charlotte County, the supervision of individual employees is accomplished through a military-style chain of command. The only personnel who report directly to the Sheriff are the Chief Deputy, Finance Division, Accreditation and the Sheriff's executive secretary.
